The Reality of Factional Disputes? A Re-examination of the Qingli Reforms during the Northern Song with a Focus on Jia Changchao
Abstract:
是次報告將聚焦於賈昌朝派臣僚以探究慶曆新政，希望扭轉過往研究偏重於范仲淹一派的主流敘事。慶曆新政由范仲淹派主導，而被以賈昌朝為首的保守派反對，這一說法幾乎成為學界共識。然而頻頻訴諸革弊、更張的賈昌朝等人是否應該被歸為保守派？范仲淹派與賈昌朝派之間的界線是否果真涇渭分明？而慶曆新政的改革內容又是否僅僅局限於新政十條？事實上，自寶元元年西夏自立之後，賈昌朝等人即上章請省軍費，並針對軍隊用人、用錢提出制度性的改革。在內政舉措上，賈昌朝派亦對官員遷轉、貢舉、農業等政策要求革新，實際與范仲淹派的革新主張保持一致。雙方並因此爭奪改革的領導權。隨著范仲淹派相繼出朝，慶曆新政更在賈昌朝派的主導下得以部分延續。
This talk will primarily focus on the group of officials associated with Jia Changchao, aiming to offer an alternative perspective to the prevailing narrative that focuses on Fan Zhongyan and his allies. It is widely accepted among scholars of Song history that the Qingli Reforms were advocated by Fan Zhongyan and his allies, while the reforms faced opposition from the faction led by Jia Changchao. However, is it entirely accurate to label Jia’s faction as conservatives? Are there similarities between Fan Zhongyan’s group and Jia Changchao’s? Additionally, do the Qingli Reforms consist solely of the ten new policies proposed by Fan? In fact, after Xi Xia declared its independence from the Song in 1038, Jia and his supporters submitted memorials to the throne, advocating for reforms in military administration and finances, as well as proposing reductions in military expenditures. Jia’s group also put forward a set of proposals concerning promotions and demotions of officials, civil service examinations, and agriculture policies. These reform agendas aligned with the initiatives of Fan’s group. Both groups actually competed for leadership in the reform efforts. Following the removal of Fan and his supporters from the court, several reform initiatives persisted under the leadership of Jia.
